Television has an importance that should not be underestimated - indeed many consumers today see this as a basic human necessity. Over 78% of UK households have already selected digital TV for at least one TV set, so people do want digital services, but research shows that they may be uncertain about what digital switchover means for them.

It is vital to find out what residents themselves may want, and what they are prepared to accept and pay for. For example, they may want access to particular foreign language satellites which would need additional satellite receiving equipment or access to accesible services such as audio description.

Consulting residents and obtaining information on their needs will help form a good view of what services and what type of system is most suitable, and will also limit complaints later on. Social landlords, as well as some private sector landlords and managing agents, are required to consult with residents in certain circumstances. Discussions with tenants’ or residents’ groups and associations, where they exist, is a good starting point.
