Provision of Help for people living in Flats

It is the responsibility of landlords rather than residents to upgrade communal TV systems and reception or other reception equipment which the landlord is responsible.

This means the help scheme will not upgrade TV aerials where:
(a) the aerial is a communal aerial TV system or
(b) where the aerial is not the householder’s responsibility.

If the communal TV aerial has not been upgraded, the scheme operator will need to take all reasonable steps to ensure a continuity of reception at switchover. This includes the provision of digital TV equipment and help connecting this equipment.

The operator will try to connect the equipment to the existing communal TV system. If the system does not convey digital signals at switchover, the operator will try to connect the set via a set-top aerial designed for digital reception. However, set-top aerials will only provide a solution for residents who are fortunate enough to live in buildings suited for set-top reception.

To avoid residents losing access to services, all landlords should make sure that existing communal TV systems are upgraded in good time for switchover.
