Projects to upgrade or replace existing communal TV systems may take several years to complete, particularly for large social or private sector landlords. In order to avoid the risk of residents having either limited or no access to television services when the analogue TV signals are switched to digital, it is important for landlords and managing agents to consider their options as soon as possible.

The lessons from Whitehaven in Cumbria, the first place to switch in the autumn of 2007, are now being evaluated Digital UK Copeland report.
One key finding is the importance of consultation with residents. Consultation is central to good customer service and is often a legal requirement. It is critical to find out about your residents’ expectations and aspirations for future TV services and giving them an opportunity to influence decisions on how best to realise those aspirations. This is particularly important where communal TV aerial systems require upgrading. Residents will want to fully understand their options including the potential costs before expressing their preference.
Digital UK was asked by Communities and Local Government to produce a consultation model for public and private sector landlords. The resulting leaflet ‘Calling all landlords’, has been developed in conjunction with government and trade and professional organisations representing the public and private sectors. The leaflet is not intended as a prescriptive model; instead it provides a comprehensive consultation checklist for all organisations as they prepare for the switchover. Please do make maximum use of the leaflet as you tailor your plans.
