Case Study: The London Borough of Barking and Dagenham (LBBD)

The LBBD has upgraded all its MATV systems for digital terrestrial television. It replaced the existing networks using designs that would allow for evolution to a full IRS with minimal waste. The full IRS conversion will coincide with refurbishment of many of its buildings.
The systems installed are leased from the installation company, and a flat-rate service charge is levied on all tenants and leaseholders. However, for those requesting more than one wall socket, a fee of £50 is charged.
A tenant manager was appointed with responsibility for handling all contacts with tenants. During the works, all installation staff carried clear Council identification. For ongoing maintenance, staff carry clear identification and an information card with contact details of the tenant manager to ensure that tenants can easily verify identity. All problems are reported directly to the installation company’s help desk; if more than one report comes from a single block at one time, a report is sent to the tenant manager.
