What if there is no reference to a TV aerial in my tenancy agreement/lease?

If there is no mention either in your tenancy or lease and you are not being charged then it is likely that you are responsible for making your own arrangements. However, before you spend any money you should check with the freeholder, landlord or property manger to see if they have plans to organise the work on behalf of all the residents. Both tenancy agreements and leases may restrict the tenants' right to install another service such as cable or satellite without the landlord's written agreement. It is usually expected that the landlord won't unreasonably withhold their consent. However, the landlord may be limited in some instances from giving consent if to do so was in breach of planning guidelines, for example in the case of satellite dishes. This could apply to both flats and houses.
