Consulting with residents


Television’s importance should not be underestimated. Many viewers see it as a basic human necessity.

It is vital to find out what residents may want and what they are prepared to pay for. Some residents may want particular foreign language channels which require additional satellites, or access to services such as subtitling and audio description.

Consulting with residents on their needs and expectations determines what type of system is most suitable. Social landlords, private sector landlords and managing agents are expected to consult with residents if the expenditure is over a certain value and there is a legal requirement to do so. Consulting with residents prior to starting your switchover programme should include:

  • The implications of digital switchover, and the landlord or managing agent’s policies on aerial and satellite dish installations, well before decisions are made to upgrade systems.
  • An explanation of the available options and choices and time to consider them.
  • The likely financial implications.
  • Consulted as far as possible about their needs and wishes.


Whilst work is carried out

While any work is being carried out, residents should be kept informed about how it will affect them. If access to a home is required, it is good practice to give a minimum of two weeks’ notice.

Scotland

In the past in Scotland, if there was no mention of a specific service in the title deeds there was little or no opportunity to vary the agreement to introduce it. This changed with the Tenement (Scotland) Act 2004. This allows for the introduction of a new service, amenity or facility with the agreement of the majority of owners, subject to certain proviso. The new services cannot be imposed on the owners but they can initiate the discussions, and introduced without necessarily having 100% agreement from all owners.
