I rent from a private landlord in a block where the majority of tenants are public sector tenants. Who should I speak to?
There are two legal relationships in this scenario. One is between the tenant and the private landlord; the other between the private landlord and the freeholder, lessor or property manager (In Scotland the private landlord could be the title deed holder).
Questions and consultation issues should be directed to the private landlord. A private tenant could consult the property manager to establish if there are any plans or proposals for upgrade works, but the ultimate responsibility for agreeing and paying for works would almost certainly lie with the private landlord. Costs of works may need to be recovered from the tenant if the tenancy agreement includes the provision of TV services.
