All residents both leaseholders and tenants will need to be consulted. The respective rights, roles and responsibilities are incorporated into the lease and tenancy agreements. Many landlords will consult with leaseholders and tenants simultaneously and collectively. Property managers are expected to take all views into account when coming to their decision, however, if there is no consensus the person responsible for the building may need to take the final decision.
