Local authorities have an important role to play in both the public and private housing sectors. Social landlords should make sure their residents are not excluded from digital television and some may choose to use digital systems to bring or enhance services and opportunities for residents.

Local authorities with retained housing stock and ALMOs need to be aware of the implications of switchover. They need robust and timely action plans for properties dependant on communal TV aerial systems. Many communal TV systems will need checking, and possibly upgrading, to ensure they can receive and carry digital signals after switchover. Usually the landlord or property manager is responsible for undertaking these works, following consultation with residents.
