Consumer Protection

The switchover to digital TV brings consumers into direct contact with retailers, digital service providers and aerial installers. Councils should ensure that trading standards departments are aware of potential risks and the regional timetable.

Areas of risk

Mis-description of goods or services:

  • Over-charging for goods and services or mis-describing equipment which does not work through switchover or does not deliver the functionality the buyer has requested.
  • Misuse of the 'digital tick' logo (e.g. where the goods or services do not meet the certification mark criteria or the user falsely claims to be a member of a relevant organisation e.g. RDI (Registered Digital Installer) or CAI (Confederation of Aerial Industries)

Doorstep selling and rogue trading:

  • Residents may be subject to pressure-selling techniques from doorstep traders and find it difficult to turn the trader away. No one from Digital UK or the switchover Help Scheme will come to your home without identification.
  • Rogue traders may charge above the commercial value of their product or service; or the work they carry out may be unnecessary or substandard.

Scams:

  • 'Digital aerial' scams (for example by insisting that everyone will need a ‘digital’ aerial to watch digital TV, when no such thing exists or other method developed to deliberately cheat customers)
  • 'Passing off' (for example an organisation claiming to be officially connected to Digital UK or the Help Scheme in order to sell services or extract payments, whether by advert, telephone, direct mail or cold calling)


Distraction burglary

  • Using digital switchover or the Help Scheme as an opportunity to gain entry to somebody’s home under false pretences, in order to commit theft.

The digital tick logo

The ‘digital tick’ logo is used in a variety of ways to help guide the public through switchover. Specific uses of the logo include indicating TV products which are designed to continue working through TV switchover, and for retail staff who have passed a test to become a ‘digital advisor’.

Search for stores which are licensed to use ‘digital tick’ materials or find out more about how the digital tick is licensed and managed.

Aerial installers are licensed separately through the Registered Digital Installer Licensing Board (RDI-LB). Those entitled to use the logo will have passed the relevant NVQ course, been CRB checked and have the relevant insurance. Search for registered installers by postcode and area.
